MINUTES OF THE PARISH COUNCIL MEETING

held in The Library Room, Wendover

on 6 November 2006 starting at 7.45pm and concluding at 8.40 pm


PRESENT Cllrs Mrs Ballantine, Mrs McKechnie, Dr King, Mrs Kearney, Bowles, Gridley, Peeler, Wilkinson and Worth
County Councillor Mrs Clayton, District Councillor Richards, a representative of the RAF, a representative from the press, PC Griggs and 2 members of the public

07/121 APOLOGIES FOR ABSENCE
Cllrs Weston, McPartland and Mrs Gregory send their apologies.
Cllr Mrs Myers was not present due to illness.

07/122 DECLARATIONS OF INTEREST
Cllr Bowles declared an interest in Agenda item 13 (06/02586/APP)

07/123 PUBLIC PARTICIPATION

The Chairman adjourned the meeting to allow members of the public to speak.

a. The representative of the RAF gave notice that the camp at Halton
would be shooting on the nights of 21/22 November.

The Chairman then reconvened the meeting.

07/124 COUNTY COUNCILLOR'S REPORT
Cllr Mrs Clayton reported that the trees in Coombe Avenue were scheduled for attention. A letter had gone out to the residents describing to what extent the trees were to be cut back and managed.

On 30 November there was to be a meeting at Green Park on the, "New Deal for Bucks", which would be discussing the proposed widening of responsibility for local councils.

07/125 DISTRICT COUNCILLOR'S REPORT
The first state of the Local Plan was out, with Local Planning Policy for rural areas being discussed in 6-9 months. The Parish Council will be asked for comments.

07/126 MINUTES OF THE MEETING held on 2 October 2006
It was AGREED that the minutes were a true record of the meeting,
The Chairman then signed the minutes. Proposed by Cllr Mrs Ballantine
seconded by Cllr. Mrs McKechnie.

07/127 PLANNING COMMITTEE

The Chairman of the Planning Committee gave a verbal report of the meeting held on 17 October 2006.

07/128 PROPERTY MANAGEMENT COMMITTEE

The Chairman of the Property Management Committee gave a verbal report of the meeting held on 17 October 2006.

07/129 RECREATION GROUND COMMITTEE
The Chairman of the Recreation Ground Committee gave a verbal report of the meeting held on 17 October 2006.

The Chairman requested that Council approve a full Hydrologist's Report from the Environment Agency. This was AGREED and the Clerk will be investigating the cost.

07/130 FINANCE COMMITTEE held on 6 November 2006

Cllr Gridley gave a verbal report of the meeting on 6 November 2006.

07/131 CLERK'S REPORT

The Clerk presented her report.

07/132 TWINNING ASSOCIATION
The Chairman reported that the buffet reception for the Twinning Association had been extremely well received and that he had delivered his speech in French. He hoped that this had further strengthened the bonds of the towns and raised the esteem of the Association.

07/133 POLICE LIAISON GROUP
During a meeting of the Police Liaison Group CCTV had been discussed. The systems that had been presented had been deemed unsuitable for definition sharp enough to obtain convictions.

Cllr Wilkinson would be researching into whether Wendover does necessitate having CCTV with a schedule of cost and viability.

The Chairman then adjourned the meeting for PC M Griggs to comment on the above decisions.

The Chairman then reconvened the meeting.

07/134 PLANNING APPLICATIONS

06/02344APP Erection of 3 bay, stable building and tack room - land at Ellesborough Road.
The Parish Council supported this application

06/02570/ATC Fell one fruiting cherry - 4a South Street
The Parish Council expressed concern voting on the issue with 6 Councillors to 3 with no comment. The Parish Council are concerned about unnecessary works to trees within the Conservation Area, but will be guided by the District Arboriculturalist. The tree pre-dates the house and the would not wish to see any unnecessary work to the tree.

The Parish Council has no objections
Cllr Bowles then left the room.

06/02586/APP Erection of two detached dwellings and creation of new access - Chinook, Nash Lee Road.
The Parish Council has no objections.

Cllr Bowles was then called back into the room.

06/02592/APP Part single, part two storey side and rear extension - 22 Grenville Avenue.
The Parish Council has no objections.

06/02611/APP Change of use of property from Class A1 to A3 - 25 High Street.
The Parish Council has no objections.

06/02630/APP Single storey rear extension - 69 Thornton Crescent
The Parish Council has no objections.

07/135 MATTERS OF REPORT

a) A concern was raised that the shop known as 'Stars' on the Manor Waste had still not created a disabled access.

07/136 DATES OF FUTURE MEETINGS

Footpath Committee will meet on 20 November 2006 at 6.30 pm

Planning Committee will meet on 21 November 2006 at 7.30 pm

Lighting and Highways will meet on 21 November at 8.15pm

Finance Committee will meet on 4 December 2006 at 7.30 pm

Parish Council will meet on 4 December 2006 at 7.45 pm

07/137 CLOSURE OF MEETING

There being no further business to be transacted, the Chairman closed the meeting at 8.40pm.
