Due to Cllr Dr. King having resigned from the council, the Vice Chair, opened the meeting.
08/151 ELECTION OF CHAIRMAN
Cllr Wilkinson and Cllr Prior were both nominated as Chairman. A sealed vote was taken
Cllr Wilkinson took the nomination.
Cllr Wilkinson signed the Declaration and took his place as Chairman.
08/152 ELECTION OF VICE CHAIRMAN
Cllr Mrs McKechnie and Cllr Prior were both nominated for the position of Vice Chairman. A
sealed vote was taken, Cllr Prior took the nomination.
08/153 APOLOGIES FOR ABSENCE
Cllrs Gregory and Stevens sent apologies
08/154 DECLARATIONS OF INTEREST
Cllr Bowles declared a personal interest in Agenda item 10, 07/2915/APP
Cllr McKechnie declared a personal interest in Agenda item 6
Cllr Worth declared a personal interest in Agenda item 15(c)
08/155 PUBLIC PARTICIPATION
The Chairman adjourned the meeting to allow members of the public to speak.
4 members spoke
The Chairman then reconvened the meeting.
08/156 CO-OPTION OF NEW COUNCILLORS
One application had been received, from a Mr Angus McKechnie. This application was considered
and a sealed vote taken. The Clerk counted the votes which were in favour of Mr McKechnie.
The Chairman welcomed Mr McKechnie to the Council and asked him to take his place. Mr McKechnie signed the Declarations of Office in front of the Clerk and took his seat.
08/157 COUNTY COUNCILLOR'S REPORT
Cllr Mrs Clayton gave a verbal report.
08/158 DISTRICT COUNCILLOR'S REPORT
Cllr Kevin McPartland gave a verbal report.
08/159 MINUTES OF THE MEETING held 3 September and 1 October 2007
The minutes of the meeting held on 3 September and 1 October 2007 were presented.
A vote was taken, all present councillors, except for Cllr Mrs Ballantine, agreed with the minutes as presented in their draft form. The Chairman signed the minutes.
08/160 PLANNING APPLICATIONS
The following planning applications were considered and responses made as follows:-
07/02683/APP Part two storey, part single storey front and side extension and conversion of
room space into residential accommodation, including insertion of dormer
windows to rear; 16 Lionel Avenue
(The Parish Council objection to this applicati8on on the grounds that the
dormer windows appeared too bulky)
07/02758/APP Two storey rear extension and formation of living accommodation in roof space;
18 Orchard Close.
(The Parish Council had no objections)
07/02801/APP Variation of condition 3 of planning permission 07/00769/APP to allow insertion
of additional window to floor side elevation; 56 Grenville Avenue.
(The Parish Council had no objections)
07/02842/APP Two storey rear extension and rear conservatory; 18 Victor Road
(The Parish Council had no objections)
07/02863/ALB Urgent works to secure building including some dismantling of floors and
roof structure; Brook House, 2 Tring Road
(The Parish Council had no objections)
07/02866/ATC Urgent works to trees; 2 Tring Road
(The Parish Council had no objections)
07/02867/APP Single storey rear extension; Lower Meadow, Wendover Road
(The Parish Council had no objections)

(The Parish Council had no objections)
07/02948/ACL Continued use of building and associated land comprising Unit 6 as civil
engineer/drainage contractor yard with storage within use classes B1 and B7;

(The Parish Council referred this decision back to AVDC for a decision)
08/161 REPRESENTATIVES ON COMMITTEES
Cllr Prior would represent the Parish Council on the Churchyard Care Committee
Cllr Mrs Ballantine would represent the Parish Council on the Twinning Association
The Chair asked that members consider joining the Lighting and Highway Committee. Cllrs
Farmer and Worth offered to join.
08/162 PLANNING COMMITTEE
Cllr Ballantine gave a verbal report of the Planning Committee meeting of the 16 October 2007.
08/163 PROPERTY MANAGEMENT AND TOURISM COMMITTEE
Cllr Mrs McKechnie gave a verbal report of the meeting of the 16 October 2007
08/164 RECREATION GROUNDS COMMITTEE
a. Cllr Worth gave a verbal report of the meeting of 30 October 2007.
b. Cllr Worth asked that the Parish Council consider the virement of £3000 from the general
fund to pay for emergency tree works in Ashbrook. This was agreed.
08/165 LONDON ROAD SITE
a. Cllr Farmer gave a verbal report on the progress of the site, regarding fencing and traffic
calming.
b. Cllr Worth gave an update on funding received and being applied for.
c. Cllr Worth gave an update on the formation of the Allotment Society.
08/166 FINANCE COMMITTEE MEETING held 5 November 2007
Cllr Wilkinson gave a verbal report of the meeting.
08/167 CLERK'S REPORT
The Clerk gave her report.
08/168 MATTERS OF REPORT for information only
a. Cllr Worth had received a quote for a Speed Indicator Device to be attached to a lighting
column of iro £2000. Other quotes had been called for.
b. Cllr Mrs McKechnie thanked Mrs and Mrs Taylor for so generously donating their time and
plants to fill the flower beds on the Manor Waste.
c. Cllr Wilkinson reported that Dr King's papers on the future of RAF would be handed over to the
current councillors, when Dr King had time. They would then be presented for comment.
d. Cllr Lynch asked for an update on the Committee List.
e. Cllr Mrs Ballantine reported that there was still a water leak on the Manor Waste.
08/169 DATES OF FUTURE MEETINGS
Planning Committee of 20 November has been cancelled
Precept Meeting will be held on 20 November at 7.30 pm
Finance Committee will be held on 3 December at 7.30 pm
Parish Council Meeting will be held on 3 December at 7.45 pm
Planning Committee will be held on 18 December at 7.30
Finance Committee will be held on 7 January 2008 at 7.30 pm
Parish Council Meeting will be held on 7 January 2008 at 7.45 pm
08/170 CLOSURE OF MEETING TO THE PUBLIC
The Chairman closed the meeting to the public at 8.55 pm.
The Clerk left the room
The Chairman reopened the meeting to the Councillors only.
08/171 PERSONNEL COMMITTEE MEETING
The Chair of the Personnel Committee gave a report of the findings and proposals of the
meeting of the Personnel Committee of 30 October 2007. The council voted on the
proposals and agreed with them. Cllr Mrs Ballantine abstained from voting.
08/172 CLOSURE OF MEETING
There being no further business to be transacted, the Chairman closed the meeting at 9.15 pm.
