MINUTES OF THE PARISH COUNCIL MEETING

held in The Library Room, Wendover

on 6 December 2004 at 7.45pm

APOLOGIES FOR ABSENCE were received from Cllrs Mrs Ballantine, Searle, Mrs Toplis and Wilkinson.

156/04 DECLARATIONS OF INTEREST

Cllr Mrs Kearney declared an interest in agenda item 15 (Clerk's Report) which included a request from the flower and plant stall to set up on Christmas eve on the Manor Waste, being the proprietor of a flower shop.

157/04 PUBLIC PARTICIPATION

The Chairman presented a certificate to Mrs Sylvia Levitt who is retiring at Christmas after over 31 years as a volunteer driver with 2 shires Ambulance.

158/04 COUNTY COUNCILLOR'S REPORT

The County Council continues to consider the precept, having now been notified of the settlement of the Government grant. The Local Delivery Vehicle chaired by Sir Nigel Mobbs has met to consider Berrifields and Weedon Hills areas as part of the Aylesbury growth strategy.

159/04 MINUTES OF THE MEETING HELD ON 1 November 2004

It was proposed by Cllr McPartland and seconded by Cllr Mrs Clayton that the minutes were a true record of the meeting. This was AGREED and they were signed by the Chairman.

160/04 MATTERS ARISING from the minutes

  1. Minute 141/04 - Statement of Licensing Policy; Peter Seal, AVDC Licensing Officer, has offered to come to talk to the Parish Council informally about the implications as a result of the new legislation. He will be invited to the February meeting.
  2. Minute 150/04 - Speed Limit Review: It was not felt that this had been a productive meeting. There are two areas in Wendover, the Ellesborough Road and Nash Lee Lane which will be reviewed.
  3. Minute 151/04 - Chilterns Conservation Board; It was noted that Cllr Searle had not been elected onto the Chilterns Conservation Board.
  4. Minute 142/04 - Response from the Minister, Ivor Caplin; David Lidington had received a response to his questions to the Minister who had not answered all of them. A copy will be placed on the notice board.

161/04 EXTRAORDINARY FINANCE COMMITTEE MEETING

The minutes of the meeting held on held on 29 November 2004 to consider the additional payment for the electrical connection to the site safe were received and the recommendations were AGREED. The Clerk reported that, since the meeting, the contractor had indicated that he could not guarantee completion of the groundworks before the dates booked for the electrical connections. The dates for thepower supply and meter connections will be cancelled.

162/04 FINANCE COMMITTEE held on 6 December 2004

The Chairman of the Finance Committee gave a verbal report. She had verified the bank totals, randomly compared cheques against invoices and confirmed that the statements and accounts agreed.

The RFO had reported as follows:

  1. The bank balance was higher than usual because of the expected direct debit due for 7 months street lighting energy supply.
  2. The Altodigital invoice is higher than usual because of the photocopying of the newsletter.

The minutes of the meeting were received and the contents noted

164/04 PLANNING APPLICATIONS

To consider the following applications and make the necessary responses.

  1. Bulletin 44

    04/02954/ALB Part single, part two storey rear extension, open porch to rear and internal alterations, including replacement of staircase; 9 Aylesbury Road.

    The Parish Council will be guided by the Historic Buildings Officer.

    04/02975/APP Erection of one single storey dwelling and detached garage and creation of new vehicular access from Orchard Close to rear of 28 - 32 Perry Street.

    The Parish Council has no objection providing that the Local Planning Authority is satisfied that the reasons for previous refusal have been addressed.

    04/02990/ATP Crown lift one yew tree; The Coffee House, 3 Town Court, High Street

    The Parish Council will be guided by the District Arboriculturalist on this application which is sited in a sensitive part of the Conservation Area.

  2. Bulletin 45

    04/02939/APP Removal of condition 7 of planning permission 03/03199/APP relating to the window in the NE elevation

    The Parish Council objects to this application on the grounds that the condition was reasonably imposed.

    04/02978/APP Erection of barn for hay storage

    Russell Farm, Cobblers Hill

    The Parish Council would ask that the Local Planning Authority ensures that the colour of the barn is in keeping with and respects the Area of Outstanding Natural Beauty

    04/030??/ATP Fell one tree and reduce crown of another

    1 Grange Gardens

    The Parish Council objects to the felling of the one tree unless it is proved beyond all doubt that it is necessary. The Parish Council will be guided by the District Arboriculturalist with regard to the crown reduction of the other tree as it would appear from the description to be 'dangerous'.

    04/03065/APP Variation of condition 2 of planning permission 04/01996/APP (two storey side extension) relating to materials.; 2 Vicarage Close

    The Parish Council notes the details of condition 2 of planning application 04/01996/APP and can see no particular reason for it to be varied.

    04/03074/APP First floor rear extension and replacement garage;

    114 Aylesbury Road

    No objection

    04/03070/APP Conversion of existing garage to provide accommodation for a severely disabled person;

    28a Dobbins Lane

    The Parish Council has no objection subject to conditions being imposed which prohibit possible future use as an independent dwelling.

165/04 FOOTPATHS COMMITTEE meeting held on 2 December 2004

The minutes were received and the recommendations AGREED.

166/04 FORWARD PLANNING

  1. Hampden Pond; a verbally sympathetic response has been given but the written confirmation regarding the need for discharge consent is still awaited.
  2. Farmers' Market; The Chairman of Property Management reported that she hoped to hold the first Farmers' Market in March 2005
  3. VE/VJ Day - 60th Anniversary; The Clerk was asked to find out what other Authorities and British Legion are planning to do to commemorate the event.

167/04 REPRESENTATION ON OUTSIDE BODIES

It was AGREED that the following representatives would be appointed:

  1. Wendover Twinning Association - Cllr Gridley
  2. Wendover Memorial Hall - Cllr Worth
  3. Aylesbury Vale Local Committee - delegated to Lighting and Highway Committee

168/04 CLERK'S REPORT

  1. Market Stall; a request had been received from the plant and flower stall for a position on the Manor Waste on Christmas Eve. This was refused because of issues surrounding public liability insurance and the inconvenience of removing and replacing bollards.
  2. Map outside Rumseys; The map has suffered damage due to damp. It has been removed and placed in the site safe.
  3. Newsletter; The December issue has been delivered by Wendover Apollo Scouts.

169/04 MATTERS OF REPORT

  1. John Colet School: Gates and fencing have been installed in the Manor Crescent entrance. Originally it was planned to re-instate the verge. Wendover County Councillor will pursue the matter.
  2. Christmas Charity Market: This had been a successful event and thanks were given to members of staff.
  3. Charter Market: The vegetable stall is encroaching onto the pavement which blocks the way for buggies and mobility scooters. The clerk will write to the Market Managers.
  4. Vandalism in Wharf Road: The police have confirmed that 2 people have been charged for property damage in Wharf Road.
  5. Bucks Advertiser: Copies of the free newspaper have been dumped outside the Guide Hut in Manor Crescent. The Clerk will report this to the Bucks Herald.
  6. Parking on Manor Waste: When the bollards are removed for markets on the Manor Waste, drivers are using the opportunity to park without permission on Parish Council land. This will be delegated to the Property Management and Tourism Committee for further consideration.
  7. Culvert in Back Street: Repairs are currently being carried out and to an acceptable standard.

170/04 DATE OF NEXT MEETING

  1. The date of the next Parish Council meeting will be 10 January 2005.n The Clerk will advertise this change in the Wendover News and on notice boards.
  2. The precept meeting will be held on 17 January 2005

171/04 CLOSURE OF MEETING

There being no further business, the Chairman closed the meeting at 9.30pm.
