MINUTES OF THE PARISH COUNCIL MEETING

held in The Library Room, Wendover

on 7 April, 2008 starting at 7.30pm


PRESENT: Chairman Cllr Wilkinson
Cllrs Mrs Ballantine, Mrs McKechnie, Mrs Gregory, Bowles, Farmer, Lynch, McKechnie, Prior,
Western and Worth
County Cllr Mrs Clayton, District Cllrs Richards, Birchley, McPartland and 36 members of the
public
Clerk: Mrs Fiona Lippmann

The Chairman welcomed the members and public.

He called for a minutes silence before proceedings in remembrance of the late Judith Myers a long standing Parish Councillor, District Councillor and well known, well loved resident of Wendover.

The Chairman announced that due to the numbers attending the meeting, he would bring the Planning Applications item on the agenda, to immediately after Public Participation.

08/257 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Stevens

08/258 DECLARATIONS OF INTEREST
There were no declarations of interest

08/259 PUBLIC PARTICIPATION

The Chairman adjourned the meeting to allow members of the public to speak.

The Chairman then reconvened the meeting.

08/260 PLANNING APPLICATIONS

The following planning applications were considered and responses made as follows:-

08/00557/APP Part two storey, part single storey, front and side extension and conversion of
roof-space into residential accommodation, including insertion of dormer
window to rear; 16 Lionel Avenue.
The Parish Council had no objections

08/00545/APP Demolition of Hill cottage and erection of seven dwellings including formation of new access; Hill Cottage, 36 Hale Road. The Parish Council objected to this application

08/00632/ATC Works to trees. The Parish Council will be guided by the District Arboriculturalist

08/00664/APP Single storey side and rear extension and new pitched roof over existing garage and porch; 2 Bryants Acre. The Parish Council had no objections

08/07/03446/APP Approval of reserved matters pursuant to outline planning permission 04/02705/AOP for 400 dwellings, convenience store, multiple sclerosis centre and associated open space, car parking and access; RAF Halton Princess Mary Hospital Site. The Parish Council submitted comments.

08/00598/APP Conversion of former blacksmith's workshop and store into one dwelling, including rebuilding of side storage building. Workshop adjoining Russell Farm Cottage, Cobblers Hill. The Parish Council asked that this be carried to the next meeting for more information.

08/0003/ADP Approval of reserved matters pursuant to outline planning permission 06/01136/AOP; Site for one dwelling ; Land off the Poplars.
The Parish Council had no objections

08/261 COUNTY COUNCILLOR'S REPORT
Cllr Mrs Clayton gave a verbal report which included comments on:-
Stars access, the Southern Arc, proposed flight paths from Luton Airport.

08/262 DISTRICT COUNCILLOR'S REPORT
Cllr Kevin McPartland gave a verbal report which included comments on:-
Flying activities from Halton, Southern Growth Arc, Eco Towns.

08/263 MINUTES OF THE MEETING held 3 March 2008
The minutes of the meeting held 3 March 2008 were presented.
Cllr Gregory asked that item 08/229 be carried forward to the May meeting as they were omitted
from the April Meeting. This was noted in the minute book. A vote was taken that this item would
be included in closed session at the end of the meeting. Cllr Mrs Gregory would not supply background information before the meeting on subject to be discussed.
It was agreed that the minutes were a true record of the meeting and they were signed by the Chairman

08/264 FINANCE COMMITTEE MEETING
Cllr Worth was unable to give a report as the meeting had been postponed until after the Parish Council
Meeting, due to the large numbers of public present.

08/265 RECREATION GROUNDS COMMITTEE

Cllr Worth gave a verbal report of the meeting held on 18 March 2008. It was agreed that
subject to there being no further response from Network Rail, the Parish Council would place an
order for safety fencing along the train track side of the London Road Site, as per the quotation
presented.

08/266 PLANNING COMMITTEE MEETING
Cllr Bowles gave a verbal report of the meeting held on 18 March 2008.

08/267 CLERK'S REPORT
The Clerk presented her report.

08/268 MATTERS OF REPORT

a. It was asked whether the Parish Council would consider conferring a, "Freedom of the Parish"
honour. (The Clerk would look into different options to present to the Parish Council for
consideration).

b. The 'Go Ape' project was open to the public.
c. The meeting to discuss the Newsletter would be on 24 April.
d. Apologies for the APM on 9 April were received from Cllr Mrs Gregory, Cllr Bowles and
Cllr Mrs Ballantine
e. There had been a letter in the Wendover News regarding the proposed village sign.
f. Would the Parish Council consider a chair in remembrance of Judith Myers in Rope Walk.
g. A tree in Vicarage Close had had work done by the District Arboriculturalist.
h. The Wendover Arm Canal was still being surveyed for clearance.
i. A grievance procedure had been implemented by a staff member for bullying, provision would have to
be made within the accounting provision for expenditure, legal and otherwise. (Cllr Mrs Gregory
interrupted to say, "It's me, so all of you know".)

j. There had been a meeting of the Memorial Hall Committee.
k. The drain around the Clock Tower was completed.
l. It was hoped that St George's Day flags would be erected on the High Street again this year.

Planning Committee Meeting - 22 April 2008 - 7.30 pm in the Library Rooms

08/270 CLOSURE OF MEETING

There being no further business to be transacted, the Chairman closed the meeting at 9.10 pm.
